For a pure, puzzle-box mystery in a small setting, 'Murder on the Orient Express' is a closed circle, but the secrets each passenger carries are from their own 'towns'—their past lives and identities. Poirot's unraveling of them is like conducting a symphony of scandal. The confined space of the stranded train amplifies the tension of all those hidden histories colliding.
Peter May's Lewis Trilogy, starting with 'The Blackhouse', is set in the Outer Hebrides. It's a bleak, stunning landscape where a detective returns to his isolated island home to investigate a murder that mirrors one from his childhood. The secrets here are generational, tied to the brutal fishing industry and the closed, Gaelic-speaking culture. The setting is a character that never forgives and never forgets.
For a classic that basically defined the 'sinister beneath the picturesque' trope, Agatha Christie's 'The Murder of Roger Ackroyd' is set in the village of King's Abbot. The genius is in the narration; the secret isn't just in the town's history, but in the very perspective you're given. It’s a masterful manipulation of the small-town setting where everyone knows everyone's business, or so they think.
I'm always surprised 'Bluebird, Bluebird' by Attica Locke isn't the first recommendation. It's a Highway 59 mystery set in East Texas. A Black Texas Ranger gets pulled into a double murder in a town simmering with racial tension and old grudges. The secret isn't one event; it's the entrenched history of the place, the loyalties, and the code of silence that protects certain families. It's a brilliant, tense read about the secrets a town tells itself to keep functioning.
I'd recommend shifting to manga for a second. 'Monster' by Naoki Urasawa, while largely set in cities, has a incredible multi-chapter arc set in a small, perfect German town called Ruhenheim. The entire place is hiding a monstrous secret orchestrated by the antagonist. The idyllic facade and the horrifying reality underneath are depicted with unbearable tension. It's a masterpiece of suspense.

This author once failed as a heroine… and returned as something entirely different.
Not as a savior.
But as the villain.
And she didn’t come back empty-handed.
She brought secrets.
She brought sins.
She brought a story that was never meant to be read.
Sinners & Saints is not just a collection of dark romance stories—
It is a confession.
A warning.
And a door best left unopened.
Within these pages lie twisted love stories where desire and destruction walk hand in hand, and every choice comes with a cost.
So the question is simple:
Will you turn away…
or step inside anyway?
"What are you doing?" She asked breathlessly as she placed her hands on the hard surface of his chest.
"I don't want you to run this time." He responded. She could feel the deep rumble of his voice through his chest as she slid her hands down an inch over his pectoral muscles. It was an involuntary move but as she felt his chest flex beneath her touch, she couldn't help but feel proud that she caused a reaction in him.
His breath fanned over her lips and subconsciously her tongue darted out to wet them. "You don't want me to run?" Juliet asked as she regained her footing, and he slid his hands up to her rib cage slowly.
"No." His voice was hard and firm. "No running."
"No running from what?" She knew what he was saying but she wanted him to do something about it. It was a burning need racing through her body. Her eyes closed as the tip of his nose brushed against hers.
"Me." At that moment her world stopped, and she refused to wait a second longer. She eagerly pressed forward to grab his lips with her own. They were soft and warm, but she only had a moment to dwell on that fact before he kissed her back with a heavy passion. One of his hands left her side to weave its way into her hair, pulling her impossibly closer.

Find out in Secret: A Country Romance.
The setting is everything. A mining town in West Virginia feels different from a wealthy enclave in Connecticut, which feels different from a farming community in Iowa. The secrets are shaped by the geography, the industry, the history. A book that just uses 'small town' as a generic backdrop without fleshing out its specific culture, economy, and social rules misses the point. The best ones make you feel like you could draw a map of the place and know exactly who lives in each house and what they're hiding.
