Alternatively, when the protagonist knows a secret the reader doesn’t, it creates a tantalizing mystery. Both techniques create an imbalance of information that demands resolution. We either desperately want to warn the character or desperately want to be let in on the secret. That gap is an itch that only turning pages can scratch. It forces active engagement, as we’re constantly comparing what different parties know.

You can't rely on the usual rules. Is this red herring actually the key? Is this trustworthy character going to betray them, or is that too obvious? It keeps you intellectually engaged and constantly re-evaluating, because the familiar roadmap has been torn up. You're hooked because you truly don't know what narrative shape the story will take.
The 'rules of the game' are established and then broken. The villain operates with a certain pattern or code. The protagonist learns it and starts to anticipate the moves.
