Because nine-tailed foxes almost went extinct. Forest spirit led them to their new home. It's still midnight, so Moon spirit Venus went to land and meet the foxes. She covers the whole area limited to their eyes only. Venus transformed into a human body to conceal her true nature. Nobody is allowed to see her except The One. "Foxes, hear me out.
