In one letter, a trade arrangement that had been weighted slightly in the allied territory's favor for historical reasons had its terms subtly reframed. Not reversed , that would have been noticed immediately, but repositioned, so that the language now described the same arrangement from a different angle, one that over time would read differently when someone went back to look at the original agreement.
