Reiner's POVI looked through the council records to find a list of allies. The only way the packs would agree to a council is with total transparency. All council records were accessible by all the Alphas. The members of the council could only serve for 2 consecutive years. If no one ran for a seat that was becoming vacant, it would simply sit empty.
