The orange coloured ones were there for life imprisonment, the white ones were on death row and the green ones, like Philip's, were the undecided cases.
Philip had learnt from his friend, Julius, that the chief controller of the prison was a no-nonsense retired Air Force officer who had a phobia for dirt, hence, those serving under him worked tirelessly to ensure that everywhere was 'spikaspanu', and Julius had laughed at his joke. Of course the inmates were used extensively for the cheap labour.
