So General Han wanted to have as many men on hand as could be transported along with the rest of the group. Since each ship was worh close to $1 billion, it was imperitive to recover them as soon as possible. The main problem was going to be finding enough crew members to sail the ships back to an Indian port for repairs and refurbishment. There were three ships in total, so that meant three crews had to be found to safely sail them back to India. As cargo ships did not need massive crew numbers to operate, they were looking at twenty or thirty people per ship. The main positions that were needed were the captains. Finding one would be hard enough, but three was going to be tough.
