As they approached, a cold dread began to settle upon them, a feeling that the mountain itself was under Ares’ control. The ground trembled beneath their feet, and the sound of Ares’ army marching in the distance grew louder. “We must be swift and sure,” Hephaestus said, his eyes darting towards the peak of the mountain. “Ares will be waiting.”

No one was allowed there unless it was an official business or the Ball hosted by them. They don't entertain guests because Hera made a strict policy about it. Just because her husband can't keep it in his pants everyone else has to suffer the rules.
