She called Matteo first. He answered on the second ring and she said "the harbor expansion" and he said "yes" and she said "Sanna's company put in a competing bid three weeks ago" and there was a silence that lasted exactly four seconds. "He can't win that contract," Matteo said. "No," she said. "He can't. "What do you need from me?" he said. "The procurement documents," she said. "Everything connected to the harbor expansion bid process. Every technical specification. Every evaluation criterion. Every piece of paper that went into the regional office." She paused. "I need to understand the process inside out before Caselli can challenge it." "I'll have it to you tonight," he said. She ended the call. She was in the car heading back from Catania with Lorenzo driving and the USB drive in her bag and the afternoon moving toward evening around them. "Six weeks," Lorenzo said. "Six weeks," she said.
