Thinking about the logistics, downloading for offline use is a primary feature of these apps, not an afterthought. They assume people will be on subways, planes, and in areas with poor reception. The UI makes it very clear. In Libby, when you tap a borrowed book, the first option is usually 'Open In Libby' (to stream) or 'Download'. You want 'Download'. Then it appears on your 'Shelf' with a little arrow icon on the cover, confirming it's local.
