I don't think the Scouts 'evolved' so much as they were constantly ground down to a nub and then rebuilt with a new, darker purpose. In the beginning, they're the idealistic underdogs, all shiny capes and suicidal bravery. Then they become Erwin's chess pieces, sacrificing whole squads for a scrap of truth. By the end, they're not really the Scouts at all—they're just the surviving members carrying a horrific burden. The core shift is from expansion to extermination, from fighting Titans to fighting the world. It's less of an evolution and more of a brutal deconstruction. The uniform stays the same, but the weight of it changes completely.

Watching it in the anime, the mood shifts are incredible. The early OST is all hopeful brass and strings, but by the final season the music is sparse, dissonant, and full of dread. You feel the regiment's soul rotting away scene by scene. Hange trying to hold things together after Erwin is one of the most tragic leadership transitions I've seen in any story. They went from explorers to lab scientists studying a curse.

Man, that’s the million-dollar question. Okay, so the Survey Corps—Scouts, whatever—they’ve got this rep for being suicidal maniacs with a high casualty rate, and on the surface, it’s kinda true. Their main gig is going outside the walls. That’s it. That’s the big one. But the ‘key missions’ thing shifts massively as the story goes on. Early on, it’s pure, desperate recon. They’re mapping territory, trying to find resources, maybe a safe place for humanity, all while getting eaten. It’s a death march with a purpose, I guess. The 57th Expedition in season 1, where they get slaughtered trying to reach that damn forest? Classic Scouts. Utter failure by normal standards, but they learned the Titans were heading for Eren, so maybe not.

Then it changes. Once they figure out Eren’s hardening power, suddenly the mission is retaking Wall Maria. That’s a concrete objective: plug the hole in Shiganshina. It goes from vague exploration to a military operation with a fixed goal. And later, well… let’s just say their mission parameters get blown wide open. Stopping the Titans becomes the smallest part of the job. Their final key mission is arguably something no one signed up for: dealing with the truth of their world and making an impossible choice for the fate of it.

You can make a case for a few, but Levi's tactical leadership is often overlooked because he's so solitary. Everyone focuses on his combat skill, which is fair. But watch how he handles the mission to retake Trost, or especially the expedition beyond the walls. He makes instantaneous calls under insane pressure that keep the squad functional, not just alive. He doesn't inspire with big speeches, his leadership is pure, brutal pragmatism – he identifies the objective and removes every obstacle, human or Titan, in the most efficient way possible. That cold reliability under chaos is a form of leadership Hange or Erwin couldn't always provide on the ground.

Mike Zacharias might have been the actual strongest if we'd seen more. The guy was humanity's second strongest for a reason, and his scouts clearly trusted him implicitly. But the story never really explores it. Levi's the one who had to step up after so many leaders died, and his evolution from a lone weapon to someone who actually tries to teach and preserve a next generation – that's a harder, quieter kind of leadership growth.
