The council was built by the guardians, the guardians are the beings that were created to keep order. A guardian is someone like a cop in the supernatural world and it a guardian who is the leader of the council always. A guardian is given a divine weapon, which he receives when he or she has his or her guardian awakening. And when the guardian experiences the guardian awakening they are sent to the guardian academy where they are trained. Guardian’s main jib is to eliminate imbalance and eradicate things that are not meant to exist. Like the demons, or the rogues, ferals and anyone who is a threat to the law and order of nature.
