I read it twice. Then I looked at the photograph that was included in the file — a standard intake photograph, the kind agencies took at placement. A small girl with dark hair and serious eyes, photographed against a plain wall. She was wearing a striped shirt. She was not smiling. She was three years old. Or approximately three years old. The paperwork was not certain of even that. I looked at the photograph for a long time.
