She shouted at her father and turned around to walk away. Dozens of eyes gazed at them. Some murmured and chuckled at their talk. But a pair of eyes were fixed at Jade. With wide eyes, his gaze followed her as she walked past. Looking back through his shoulder, he gazed at her until she turned left to the other side of the road and disappeared from his sight.

It's the first in the Elemental Dragons series. It's very different from this world of the Guardians. That book is filled with shifters and, you guessed it, dragons.
