There are exceptions (Italy, Litvonia and some other countries believed in werewolves who worked for God) but mostly werewolves were as evil as vampires. I do have a hypothesis about why the idea of the two being in conflict with each other has become popular though but I only have circumstantial evidence to support it. In 19th and early 20th century fiction and folklore a number of Germans adopted the werewolf as a folk hero tied to nature and the earth.
