"You were never trying to dismantle them. You were—" "I am The Council," Connor corrected. "The real one. The organization that exists beneath the forty-seven members you arrested, beneath the phoenix protocol Victoria thought she was leading, beneath even Richard's deep game. I'm the forty-eighth member. The one nobody knew about because I was recruited at fifteen when my family died, groomed for thirty years to be the failsafe against failsafes. And now—finally—I get to complete my mission: eliminate the Westbrook line permanently and rebuild The Council without Richard's sabotage protocols embedded in every operation."

He turned back to the council. “I object!” he shouted loudly. “It is not the defense’s turn!” Elder Johan had an amused look on his face. “Silvo, you’ve been watching too many human television shows. We do not ‘object’ during a Council matter. We take turns like civilized shifters and allow each other to be heard. But if it makes you feel better, ‘your objection is overrulled.’”

“You see… I cannot remove you from the council, but I can appoint more members.” I opened the door and gave those I'd chosen a nod. The elders gasped as Angela entered the hall, followed by Hiro—Nazo's father—and Efrain—Rafe's uncle. “Here are three new members of the council,” I said, a smirk tugging at my lips. “That's… You can't!” Vulir exclaimed. Hiro let out a deep chuckle and stepped forward. “He can. He's our Alpha, whether you like it or not.”

A holographic map floated above the table, showing strange dark energy signatures moving toward their sanctuary from the north. “They call themselves the Eclipse Council,” Damien said, voice cold. “Ancient beings who survived the Lunar Rage by going into deep hibernation. Fallen angels, elder vampires, corrupted witches… they believe the world should be reset under their rule.” Serena’s hands trembled slightly. “And they want Liora. Her power is the key to their new apocalypse.” Kael slammed his fist on the table, cracking the wood. “They won’t touch her.” Damien placed a calming hand on Kael’s shoulder. “We need to strengthen our defenses. And we need allies. Old friends who survived.”

Between the imminent threat of battle and helping Alpha Heir Kendall take over his pack, it is uncertain how long Alpha Isha will need to be here. Frankie and Alpha Kieran have been in Alpha Kieran’s office since breakfast speaking with the council on the phone. They have relayed everything that has happened over the last six months and past events that we now know Alpha Hollis has been responsible for. The council should arrive some time tomorrow. They will be able to evaluate what the next steps should be to give Alpha Heir Kendall his birthright. The wild card is still the whereabouts of Alpha Hollis.

This moment would shape what followed. The High Council stirred. They had been silent during the chaos, their faces masks carved from stone, but now the ancient figures stepped forward. Six in all, each robed in colors that represented the old pillars of dominion: flame, water, stone, sky, shadow, and light. Their presence silenced the murmurs like a hand pressed to a flame.

He wrapped his hands around his coffee cup. “The Hollow Council is eleven members,” he said. “Senior Warden at the top — the title, not a name. Whoever holds the title is the operational authority. Below that, four regional directors and six advisory seats.” He looked at the table. “I know the names of three regional directors and two advisory seats. Reid has different names.” “Four advisory seats between us,” Reid said. “Six regional directors. We’re missing the senior structure.” “The Warden,” Nova said. “The Warden,” Declan confirmed. “He never uses a name in communications. Everything routes through cutouts.” He paused. “What I know is operational — schedules, protocols, safe house locat

"We're trying to get this all under control. Nene and Aza talked me out of starting a war and talked me into confiding with the council instead." "The council?" "It's kind of like the Board for all of the bloodsuckers and their clans. Making sure they stay in check, don't break none of the rules, things like that. They're the last ones I wanted to go to for help, but they were always on Terah's side. And now that Terah's gone I don't have a choice. And Hepzibah's upset because her idea of war and my idea of war are completely -"

HOLDEN’S POINT OF VIEW We all sit around the large table in the Council Room, while Father paces around. The ranked wolves – Alpha Michael, Luna Daphne, Beta Ricardo, Gamma Linda, and Delta Adrew -, along with the pack’s official Moonseer, Elder Johnson, are collectively known as the High Council, the ones responsible for all decisions in the pack. They’re often joined by the future ranked wolves, so today, Nick, Rhys, Sally, Olivier, and I are here too.

"Council meeting in an hour. Your presence is requested." The Council of Existence. Our new government, representing all beings. Thelma led it as High Chancellor, chosen unanimously for her role in saving reality. Xavier served as Supreme Commander still, coordinating the rebuilt UDI. Luna managed communication networks. Marcus had a seat representing hybrid interests, though he'd mostly retired from active duty to teach young hybrids how to control their abilities. And Aaron and I held seats as Heroes of the Void, special positions given to those who'd journeyed beyond existence itself. We'd tried to decline. We were seventeen. We didn't know how to govern.
