Those stories treated the rogue status as a starting point for a different kind of story entirely.
My unpopular opinion is that the best rogue Naruto concept I ever read was a crossover with 'The Legend of Korra' on SpaceBattles, of all places. He washes up in Republic City and uses ninja tactics in a pro-bending arena. It was weird and specific and brilliant because the author thought about how his skills would translate, not just transplant him. You find those unique angles in smaller, forum-based communities where discussion shapes the plot. The big archives are for after something gets popular.
