Samudra told Tanisi about the Council of Kings during breakfast. They were totally eight kingdoms who had formed the Council. This was to help each other and decide on the trade affairs and others. Also at the time of wars they would help by sending a chunk of their armies. If one of the Kingdom misbehaves or breaks the rules or is found indulging in malpractices the Council of Kings would punish the Kingdom by imposing trade tariffs and also had the right to recommend the next heir incase of disputes. This was a special right and not everytime was the Council allowed to decide on this. In case of grave situations this power was invoked and it was rare.
