Lindsay was writing down the information for Wren and making tags for the map when he returned to her office. She handed him his list, stood, walked over to the map on her office wall, and began marking the calls.

Basically all of that is the work of several witches assigned by Hugo to drive out elements like those people, including spreading rumors and creating magic to frighten them. After all, the owner of that place was Hugo himself, so no one dared try to do things like destroy the warehouse or something. Barbara opened the large, tall door to the barn.
