Actually for monsters that have reached level six and above can change their form to human form, unfortunately not all monsters can because most of the monsters that can change into humans have ancient bloodlines in each clan or tribe. There are also monsters who don't want to change into human form because according to monsters it will only weaken the power they have. So, you could say that there are still many monsters who can become humans or don't want to become humans. And there are also monsters that can't transform into humans like that bull-horned elephant monster because bull-horned elephant monsters don't have any inheritance or shapeshifting techniques.
