If I was the Queen of the werewolf kingdom, I would say that rule is absurd! Well, of course, there is a difference in the strength and as werewolves our fangs and claws and huge bodies act as natural built-in weapons, there are chances where our wolves can lose control, so we always have to limit our abilities and you only are allowed to use maximum 70% of your strength when fighting anyone, depending on your opponent's strength you are allowed to decrease it, but never let the strength pass level 70. That's what I was thought at least.
